gnome-libs-1.0.56 compile bug: OSF/1 V4.0

I'm compiling gnome-libs-1.0.56 on OSF/1 V4.0. The compile dies in
gnome-libs-1.0.56/libgnomeui because (I think), for some reason,
configure didn't include an explicit reference to -lintl on the
compile line.

I don't know how to fix configure, but I've confirmed that adding
-lintl to the various library lines in that Makefile works. (I wasn't
sure which one, so I added it to all of them and let gcc strip out the
unneeded ones.)

Fwiw, my libintl.a is in $prefix/lib/libintl.a, and $prefix/lib is the
first entry in my $LD_LIBRARY_PATH.
