How do I overlay the Gnome Panel?

Hello,

We want to use the entire screen for an embedded application and need
our window to be on top of the Gnome panel.  When our application is
minimized and restored it does overlay the Gnome panel.  Can do I build
my window so that it is always on top?

We would like to hide the cursor as well.
