Also in the interest of not starting from scratch unless it's really
required, the Caldera Open Administration System (COAS) project at
http://www.coas.org looks like they've done a lot right.  They have a
modular system which can deal with existing configuration file formats
in a flexible manner, they've been making regular releases for the
last couple of years, they seem to have a fairly language and OS
neutral design, and they're considering moving to a CORBA-based
architecture in the next revision.  If done well, this would provide
both a local and a remote system administration tool.
