Well this is as much a mozilla bug as it is a panel bug.  apparently they use

"text/unicode" "text/plain" "text/x-moz-url" and "text/html".  And they never
use "text/uri-list".  Oh well.  I just added "text/x-moz-url" support to the
panel, BUT that still didn't help.  (this is with M17)  Not sure, at this
point I'm guessing it's a bug on their end.
