Well, not really. File names often are either non-unique or fail to
provide useful identifying info about content. Actually I think
string-tagging of files might be even more useful than thumbnails, for
all users.
Also, strictly speaking, you can't be considered accessible if you
provide any useful information in a visual-only format. On the other
hand, if you argue that the thumbnails provide no useful information....
