CVS log reveals that it's Miguel's code "originally". (I say
"originally" since it has some trivial code in it from gtk-config.)
Raja Harinath has also done a lot of hacking on it.

But really, don't you just want to use pkg-config? It's better
in almost every way, not gnome-specific and shouldn't require
hacking to use in some other project.
