Hi,

I had the same problem yesterday. I solved it by downloading
pkgconfig-0.8.0.tar.gz manually from
ftp://ftp.gnome.org/pub/GNOME/pre-gnome2/sources/pkgconfig
and copied it to the target directory given by $PREFIX (/gnome by
default). After that you can run bootstrap.sh again.
