Is panel-menu-applet complete?

Hi,

I'm trying to provide accessibility for panel-menu-applet.

I noticed that the menu items under 'Action' menu (e.g., logout, run
etc) of the panel-menu-applet dont work. The callbacks seem to be stubs
in the source.

Is this applet still under development? Or can this be logged as a bug?
