A window manager look

I would like to know if anyone has a GNOME-compliant window manager with the 
look in the attached PNG image (not exactly like Windows, but has the 
program icon displayed in the taskbar)? If so, please let me know. If not, I 
would like a project to develop a window manager that gives tat look to 
begin.
