Well, only if you're operating on a retro *nix system that doesn't use
UTF-8.

As a practical issue this may seem very small, but I nevertheless desire to 
support such a system, if nothing else because making such an assumption would 
hinder experimentation. UTF-8 will almost surely be succeeded someday too
