Can you at least do db2html conversion? This does not involve Latex,
so you can not get this error. 

As for the second question: documentation in balsa 6.0 is screwed up
(there is no such DTD as "-//Davenport//DTD DocBook V3.1//EN"; it
should have been OASIS instead). They fixed it in CVS, but for some
reason didn't update what they have in download section of the web
site. Send them an e-mail.
