I was looking at wreq (available at http://www.math.duke.edu/~yu/wreq/)
which our sysadmins at Red Hat use.  It seems to be a pretty ugly
collection of perl scripts that provide a mail/web front end to a
request queue.  I'm not really sure if it is better or worse then rt.
I'll try to look at it later today.
