gnome-db now use xml-i18n-tools

The GNOME-DB project aims to provide a free unified data access
architecture to the GNOME project.
gnome-db CVS is now using the xml-i18n-tools module for the translation
of
all the oaf files. Anyone building gnome-db from CVS should get
xml-i18n-tools;
others need not worry, this isn't yet another added dependency.
(Tomorrow the libgda CVS module will also use the xml-i18n-tools
package).
