This sounds like a sane strategy. The tips are probably less prioritized
by many translators than the strings from the main interface. A split-up
gives individual translators the possibility to prioritize different
parts differently. But you most likely already knew that (I have short
memory but I think we already discussed this as a reason).

I have no strong feelings either way. The advantage of a "po-tips"
directory would be that it is immediately visible, and not something you
would have to carefully read a README file to find out that it contains
something that should be translated (which I think is more of the case
with putting the po files in the "tips" directory).
