standards for GUI translation

Hello,
I am interested in translating the Gnome GUI into Bangla (sixth largest
language in the world in terms of people speaking it)
however, Unicode support for Bangla is not yet complete, and many
characters (not real characters stricly - but conjuncts) are still
missing from the latest specification
Is there any other way, in which I can translate the GUI, ie, by
avoiding Unicode??
