[Bug 90154] Changed - Creates invalid "new folder" filename in Chinese

+I can confirm the same bug for cs (Czech) translation too, so I don't
+think it has anything to do with a translation.

+The msgstr is definitely in Unicode, but the new folder name seems not
+to be. The title of the new folder is displayed as if it was in
+ISO-8859-1, I get double chars where accentuated chars are expected
+(ASCII chars are OK).

+In short, the new title looks as if you display a Unicode string in
+non-Unicode capable viewer/way.
