In fact, the tscii encoding, as almost all "quick and dirty 8bit" encodings,
are based on windows-1252, not in iso-8859-1.
A conversion to iso-8859-1 fails, due to some chars being in the
range 0x80-0x9f which doesn't exist in iso-8859-1

so, it will work better with:

cat old.po | iconv -f utf-8 -t cp1252//IGNORE | iconv -f tscii -t utf-8 > new.po
