Resp.: Handling phonetic/military spelling

In Brazil radio communications use the same words as in English
(Alpha, Bravo etc) but regular people don't know them. Common people
say "D as in Dice" (not just "Dice") and so on.

AFAIK in Italy they use city names, like "Rome" for "R" and so on.
Didn't check their Orca translation.

About additional words: maybe a human+machine configuration file for
each locale, with a list of letters and how are they said.
