Orca will do an uppercase check (string.decode("UTF-8").isupper() in
Python) on the characters and change the pitch of the speech voice that
it uses to speak the character.  If you keep the translation so that it
has uppercase letters, the behavior to change the pitch should carry
over to the new locale.  That is, I would choose "A GRAVE" from the
below since it is in all uppercase.

At some point, we plan to work on verbalizing the notion of capital
letters (e.g., saying "capital a grave") in addition to changing the
pitch.  This will be an option, however, and will consist of us
optionally adding some word for 'capital' if the user wants it.  I'm
guessing the position of the word for 'capital' is going to depend upon
the locale, though, and we'll need to work with you i18n folks on
that.  :-)
