Because module maintainers are free to decide when they want to branch.
They could even use git master for 3.10.x releases as long as they do
not violate the string, UI and API/ABI freezes. 
If they wanted to change UI, strings or API/ABI they must branch first
(to stable gnome-3-10) and make these changes in git master only.
