Gnome is using the GNU gettext package to handle message translation.
This probably handles the bulk of the work involved in localizing an
application.
Other aspects of localization are handled through the POSIX interfaces
(e.g., use setlocale() and rely on printf/strftime/etc). It's
possible that some applications don't do this correctly; if you find
problems, please report them as bugs.

It's possible that we still don't have our act fully together wrt the
