If you don't depend on the most current bleeding edge cvs release
you could try the version Debian has packaged for their upcoming
version:

ftp://ftp.infodrom.north.de/pub/debian/dists/slink/main/source/mail/balsa_0.4.5-2.tar.gz

Or any Debian ftp server next to you.
