Default DnD behavior (was RE: GMC feedback / comments)

I kind of sway back and forth on this issue. This should definitely be
user definable, but i think that the default should be a _consistent_
behavior. Ie, if people thikn it is best to default to the safe route,
then it would always link. I can use modifiers like meta or control or
shift to make it do other things. In windows i STILL forget sometimes
how it will behave when I drag something and that makes me made
considering I've been using widows a LOT...60+ hours a week while i was a
programer in an NT company :( Consistancy is good. Though as long as it is
user configurable so that i can force it to behave consistantly I'll be
ok:)
