The PPosition is a hint that can be set on a window, so that when the
window is created the wm knows where to place it. The comment in your
fvwm2rc says that emacs (not xemacs I suppose) sets this hint to (0,0),
so that emacs windows get places at the top left of the screen. The
NoPPosition fvwm command tells fvwm to unconditionally ignore the hint. I
suppose if you only want to ignore emacs's PPosition hint you could change
the line to:
Style "Emacs" NoPPosition
As for getting enlightenment to do this, ask raster or the e mailing list.
