GNOME panel wont pop-up

Subject: GNOME panel wont pop-up

When I login as 1 of the users I created, the Gnome Panel/taskbar
at the bottom of the screen will not pop-up.  When I login in as
root it is fine.  Would anyone know how to correct this problem?
