Default Desktop

I would like to be able to define the desktop for new users I add to a
system. I can not figure out how this is done. I notice that when a new
user logs on for the first time, GNOME creates a number for things in the
home directory for example .gnome-desktop. I would like to be able to
change the default for all users I add.
