It seems you haven't modprobed the module.

You have to actually load the pwc.o module before it works. You can also
emerge the binary only module pwcx.o. emerge usb-pwcx. So long as your
kernel was compiled with gcc 2.x if not you'll just have to deal. Until
the author ever gets around to gcc 3.x 

Locate the module/modprobe it and then devfsd will find it and create
the appropriate device files in the /dev/* directory. 

You should read the gentoo documentation on devfs as it'll help in your
understanding of how it works.
