I was just thinking to that... Packets loss can not influence the
connection as you only loose packets on reception, not on emission.
I only see 3 possibilities:
- something in Netmeeting XP that prevents it to work with something
else than Netmeeting 
- packet loss from you to him
- firewall problem on his side
