That is indeed an excellent strategy, and in fact the HIG explicitly
recommends allowing configurable toolbars. But the default settings
still have to be sane. Adding configurability is not an excuse for not
making the default configuration easily understandable and usable.
But toolbar configurability solves the problems when some people are not
happy with the default (like for example the type of users that just
love to get the "varm fuzzy jet airplane cockpit feeling" with every
control imaginable visible at once ;)
