My point was simply that the maintainer should forward the bug upstream if
it's an upstream bug. So if I as a user don't do it, they should for me,
tell me that they did it, and note it in the BTS. If the maintainer does
that, then it's in both places and everyone wins.
If the maintainer lets an upstream bug get stuck downstream, that's a
different issue.
