This is easy:
gconftool-2  --type string -s "/apps/gnomemeeting/devices/video/image" <image>

The image is automatically scaled down, preserving the aspect ratio, or padded 
with black border.

To programatically generate images, you may want to have a look at 
ImageMagick, http://www.cit.gu.edu.au/~anthony/graphics/imagick6/text/ has 
some really nice examples.
