It will be in
    <prefix>/lib/gnumeric/<version>/plugins/excel/plugin.xml
This is a more general solution than the environment variable.
Obviously the error message could be improved.  However, the good
news is that if we don't get any reports of problems for 0.75.  I'll
enable overwriting for 0.76 (and 1.0) by default.
