You need to build gnumeric, and if you're using a Windows platform, some
of it's dependencies. Unfortunately, I don't know how to proceed, I'm
only using Linux.

It's in gnumeric itself, in the src/dialogs directory. The
work should
be based on gnumeric SVN, located on svn.gnome.org. See

the sources.
Build dependencies for gnumeric SVN should be the same as the
one for
the last stable version (1.8.2), which are listed here:
