i'm not sure this will work but try :

- intercept the "scroll-child" event of your scrolled window
- in your callback, test if the GtkScrollType is GTK_SCROLL_STEP_DOWN
- if it is, get the scrolled window's GtkVAdjustment
- and set its value to the max
