Modal window on fullscreen'd application.

I have an application which has been gtk_window_fullscreen()'d, and it produces
a gtk_window_new (GTK_WINDOW_TOPLEVEL); I call gtk_window_set_transient_for (),
gtk_window_activate_focus () and gtk_window_set_modal () for the new
window. However, it (and anything else on the screen) always appears obscured by
the application window, and because the new window is modal the application is
not responsive, and I am sunk.

Any ideas? The file chooser dialogues work okay, anyone know how they do it?
