I read through the document and it looks quite good.  I have done a
bit of Windows programming with their version of flicker free updates
and I do not envy your task.

In my experience of Windows, there are ways to cause buggy
interactions between the dirty region and window scrolling.  Their
flashing software caret is another thing that buggers up...
