insensitive tooltips

Hi,

A neat idea people have brought up before, if someone is bored: when a
widget is insensitive, it should have a special tooltip that explains
why it's insensitive.  For example, "You must change some preferences
before you can click Apply" or "You must select some text to cut."

Maybe a wishlist item on the TODO list?

I have a feeling it requires implementing the "change widget states to
a state machine" item first though.
