glib time functions

on the glib-todo-page, there's an item saying:
glib has a GDate class for calendrical calculations, but also needs a way
to deal with time. Fairly tricky to implement well.
it's the first item on

is there a closer explanation, what's meant with that? if there is, i
might volunteer to do it.
