There is a bit of support in Xlib for colorspace conversions and device
characterization.  Perhaps those functions will provide what you're looking
for, check out Xcms.h.  Xlib doesn't have native support for HLS or HSV
formats, instead it focuses on the standard CIE color spaces along with a
Tektronix invention called HVC.

I wouldn't be opposed to adding new colorspaces to Xlib, but that will 
take some time to propogate into distributions.
