An undifferentiated icon list doesn't seem to help much here - in
selecting which one to actually use, you could only base the decision
on icon size.
So making themes work for app icons is a better approach; you could
maybe say that the app icon can/must be a stock icon, which would then
make it themeable and internationalizable just as the stock icons are.
