Problem building gtk+ cvs

I'm trying to build gtk+ from cvs on a new system, in a separate prefix. I've
done it before without problems.

I've already built and installed glib, pango, and atk OK, but when running
autogen.sh on gtk+ I get:

gdk-pixbuf/pixops/Makefile.am:8: variable `GLIB_LIBS' not defined

I have automake 1.4-p1, autoconf 2.13, libtool 1.4, and pgk-config 0.7

I also get lots of 'duplicated macros' warnings, but I had that before and it
didn't seem to affect anything.
