No, I think Havoc is right.
Netscape is broken in several important areas regarding keyboard
navigation - please don't use it as a measure!
You need to be able to do this without accelerators also. Though
accelerators are useful, if you can't see them you have to be able to
move focus to them without the mouse (at which point assistive
technology can tell you about the accelerators).
