It's trivial. You add "gtk-can-change-accels = 1" to ~/.gtkrc-2.0. 
Or click some control panel thing if we add that.

GNOME 2 will already inspire a deluge of "you made it easy to use and
now it's different!" whines, trust me. ;-)
