gtk_tool_item_new() returns GtkToolItem*

Why does gtk_tool_item_new() return a GtkToolItem* ?
(Its subclasses do as well.)

I think all other widget creation functions return GtkWidget*,
even GtkMenuItem and its descendants. So this is a bit inconsistent.
