size and appearance of focus rectangle

i'am trying to find a solution for http://bugzilla.gnome.org/show_bug.cgi?id=169463

A few questions:
1) how does one get the especially the size of the focus-rectangle?

2) in the case of the cell-renderers, should cell-renderers handle drawing the 
focus or does the tree-view paints the foucs-mark around the cells?
The answer to that would help me to decide wheter the cell is reporting back the 
wrong size or the tree-view forgets to add the space required for the focus mark.
