There is precedence in the toolbar for just setting a name:

{
...
priv->arrow = gtk_arrow_new (GTK_ARROW_DOWN, GTK_SHADOW_NONE);
gtk_widget_set_name (priv->arrow, "gtk-toolbar-arrow");
gtk_widget_show (priv->arrow);
...
}
Not that that is necessarily any indication that it's the right way to
do it of course.
