OK, say that we have a key that produces ~ in layout 1 and / in layout
2. You think it's confusing that:

 - If the app has a keybinding for both Control-~ and Control-/ 
   then the key does different things in layout 1 and layout 2.

 - If the app only has a keybinding for Control-/, then you can 
   use the key in either layout?

I think saying, based on that, on application basis you can't tell what
a binding does" is hyperbole.
