dconf 0.11.0

hi all,

dconf 0.11.0 is released.  This is the first unstable release going
toward 0.12.

There are some bugfixes:

  - don't install a system service file
  - "dconf update" no longer fails if the locks/ subdir is missing
  - port to the new GLib synchronisation APIs
  - stop using -Werror
  - get rid of maintainer mode
  - drop some dead code and no-longer-needed workarounds
