I meant to add - I don't think foo-doc.{top,bottom} should go in the
dist.
They shouldn't be needed to build anything. (unless you did something
fancy like including them as entities in the main SGML file.)

They are output so you can cut & paste them into the main SGML file.
Then they aren't needed any more.
