Hi Alex,

First of all go to 

http://prdownloads.sourceforge.net/gladewin32/gtk-win32-devel-2.8.6-rc3.exe?download

And download from one of the mirrors the  
"gtk-win32-devel-2.8.6-rc3.exe" and install it after dowloading.

After installing the GTK+ Developer Libraries and Runtime Libraries. 
Download this file:

http://www.pcpm.ucl.ac.be/~gustin/win32_ports/binaries/gtkmm-devel-2.6.2-1.exe

And install it on your pc. Now you've installed the GTKmm Developer 
Runtimes and Libraries, Dokumentations etc. ( everything is needed for 
developing )

If you want to use DevC++ you can my installer 
http://evilissimo-softdev.de/files/downloads/dcgti.zip
Download it. Extract it. And execute it. That's all.

Now start DevC++ and click on  the New Projekt  Toolbaricon. Now you 
will find a GTKmm Template inthere. Choose it and create the project.

Now you can use the template project ( which is fully configured ) by 
simply pressing F9
